Government funded fitness courses.

Free and funded routes into a Level 2 Gym Instructor or Level 3 Personal Trainer qualification — through the Adult Education Budget, Free Courses for Jobs, Skills Bootcamps, Apprenticeships and Advanced Learner Loans. Below: who's eligible, what each route covers and how to apply.

Heads up. MEM doesn't directly award qualifications — we help you find an approved CIMSPA / Ofqual-registered provider that's funded for your situation. Eligibility and funding rules change each academic year; always confirm with the provider before enrolling.

Funding routes

Six main ways adults in England get their fitness qualifications paid for.

Adult Education Budget (AEB)

Who
Adults 19+ in England, usually unemployed or earning under the low-wage threshold.
Covers
Level 2 Gym Instructor, Level 2 Fitness Instructor, often Level 3 PT.
How it works
Delivered by FE colleges and approved training providers. Fully funded for eligible learners — you don't pay course fees. Devolved in some areas (e.g. GLA in London, GMCA in Greater Manchester).

Free Courses for Jobs (Level 3)

Who
Adults 19+ without a full Level 3, or earning under the low-wage threshold.
Covers
Selected Level 3 Personal Trainer / Exercise Referral qualifications.
How it works
Part of the Lifetime Skills Guarantee. Course fees fully covered when you take an approved Level 3 from the official list.

Skills Bootcamps

Who
Adults 19+, employed, self-employed, returning to work, or unemployed.
Covers
Short, intensive fitness / PT / coaching bootcamps with a guaranteed job interview.
How it works
Up to 16 weeks. Free for unemployed learners; co-funded if you're already in work. Run by approved providers across England.

Advanced Learner Loan

Who
Adults 19+ studying Level 3 and above where free funding doesn't apply.
Covers
Level 3 PT and higher fitness qualifications.
How it works
Government-backed loan — you only repay once you earn over the threshold. Not means-tested.

Apprenticeships (Levy / Non-Levy)

Who
Aged 16+, working in a fitness role (employed or self-employed via an employer).
Covers
Level 2 Personal Trainer Apprenticeship, Level 3 Personal Trainer Apprenticeship.
How it works
Employer-funded through the Apprenticeship Levy or government co-investment. You earn while you train — no course fees to you.

Multiply (numeracy add-on)

Who
Adults 19+ without a Level 2 in maths.
Covers
Free maths support that pairs with fitness/business modules.
How it works
Useful for PT business maths (rates, tax, pricing) and Level 2/3 anatomy-and-physiology assessments.

Common eligibility checks

  • Aged 19 or over on 31 August of the funding year.
  • Living in England (devolved areas have their own rules).
  • Lived in the UK / EEA for the last 3 years (with some exceptions for refugees and family members).
  • Not already holding a full qualification at the level you're applying for (for Free Courses for Jobs).
  • Earning under the low-wage threshold — currently around £25k — for many adult funding routes.

How to apply

  1. Pick the qualification level you want (Level 2 Gym Instructor or Level 3 Personal Trainer).
  2. Use the National Careers Service course finder or your local college site to filter for "fully funded" or "free".
  3. Confirm the provider is CIMSPA-recognised and the qualification is Ofqual-regulated.
  4. Run the provider's eligibility check (age, income, prior qualifications, residency).
  5. Enrol, then use MEM's Qualification prep to pass faster.
