Eligibility rules — who can cite which model
- Sport England SROI is derived from the Active Lives Survey, which samples community-based adults in England. Custody settings, under-16s and non-England geographies are out of sample.
- MEM’s conservative MoJ / NHS / DWP model is built from Government unit-cost guidance and applies wherever the underlying cohort can be evidenced (community or custody, UK-wide).
- Active participation is required for the Sport England multiplier — passive sponsorship or spectating does not qualify.
