How are these figures calculated?

MEM conservative model — unit costs & sources
  • £90 / adult / year — conservative floor (pre-2024 NHS-cost-only baseline). Nov 2025 Sport England: £301–£478/yr. MEM uses the lower figure deliberately.
  • £60 / active young person / year — pro-rated NHS-cost-only estimate for under-18s.
  • £51,724 / avoided prison-year — Ministry of Justice, Costs per Prisoner 2022/23.
  • £8,500 / person into work — Universal Credit avoided + PAYE/NI on a £22k salary (HM Treasury Green Book unit-cost approach, 2021).
  • 18% prison diversion · 22% employment rate · 55% youth cohort — MEM internal cohort figures, pending Justice Data Lab verification.
Sport England SROI — WELLBY & multiplier
  • WELLBY £15,900 — HM Treasury 2024-price value of one wellbeing-adjusted life year.
  • Per-person wellbeing tiers (Nov 2025 SIRC) — £2,600/yr active adult · £1,200/yr fairly active · £4,300/yr active child. Replaces the older 0.052 WELLBY-shift coefficient. Adult split set by the “% active vs fairly active” input (default 60/40).
  • £4.38 per £1 invested — Sheffield Hallam SIRC / Sport England headline SROI multiplier (Nov 2025).
  • Primary vs secondary value — Primary is the direct WELLBY change in the participant. Secondary is the knock-on health, social, and crime-reduction value calculated from the headline multiplier.
Eligibility rules — who can cite which model
  • Sport England SROI is derived from the Active Lives Survey, which samples community-based adults in England. Custody settings, under-16s and non-England geographies are out of sample.
  • MEM’s conservative MoJ / NHS / DWP model is built from Government unit-cost guidance and applies wherever the underlying cohort can be evidenced (community or custody, UK-wide).
  • Active participation is required for the Sport England multiplier — passive sponsorship or spectating does not qualify.
