01 — Operating Cadence

Rules of the cadence
- If a meeting has no pre-read, it is cancelled.
- If a meeting has no decision or action, it shrinks or dies next cycle.
- Recurring meetings are reviewed every quarter — default is to kill, not keep.
- No meeting without a named owner and a Loom-or-doc fallback for absentees.
